I saw it too. That car did cause an unecessary hazzle and local alarm, but the main problem was the speed he was driving. Might have run over someone.
We didn't shoot back, but I remember there was a strong sentiment to do so, if he came back...

I agree with both sides. All infrictions of rules should be handled on spot, first with calm chat, and if not successful, with the help of Crew / Gamemasters. The original mission for the Zansian civvie-op was actually quite "Chuck Norris" and it was close to succeed, but we ran out of time, and didn't get lucky ... :/ But the guys tried really hard and worked well, and did manage to complete another mission, using their "miner" coverstory.
